Studying (or Sponsoring) the GDML? Here's What the Government's Shutdown Means for You

On 4 September 2026, the Australian Government registered an instrument specifying the Graduate Diploma of Management (Learning) (GDML, course code BSB80120) for automatic suspension and cancellation under the Education Services for Overseas Students Act 2000. If you stop at that headline, you'd miss the part that actually matters: the timeline is short, the restrictions kick in fast, and what happens next depends heavily on where you sit right now.

If you're already enrolled, you can keep going, for now If you're a current overseas student undertaking the GDML, the transitional arrangements are on your side: you can continue studying through to completion or withdrawal. Nothing forces you to stop mid-course. But this protection only applies to students who have already commenced. It's not a grace period for new enrolments, and it's not indefinite once your provider's registration is formally cancelled.

New and intending students are locked out almost immediately Thirty days after the Instrument commences, any registered VET provider still teaching the GDML has its registration for that course automatically suspended. From that point, providers cannot recruit or enrol new students in the GDML, cannot take fees from intending students, and cannot let an accepted-but-not-started student commence. If you were planning to enrol in the GDML, or use it as the principal course in a packaged study visa application, that plan no longer holds up: you'll need an alternative course before your visa application goes anywhere.

Why the GDML specifically? This wasn't a blanket move against VET providers. It was targeted. The government pointed to rapid, disproportionate growth in overseas enrolments in the GDML, high non-commencement and visa refusal rates, low completion rates, and heavy use of the course as the principal basis for student visa assessment in packaged arrangements. Considered together, the government's view is that the course was being used more for enrolment, transfer and visa outcomes than for genuine study, which is exactly the pattern regulators are increasingly screening for across the student visa program.

What this means for your next step If you're currently enrolled: confirm your provider's registration status and understand your completion timeline. You're protected, but only while you keep progressing. If your provider defaults on its obligations along the way, the Tuition Protection Service is there to help you find an alternative course or recover unspent fees.

If you were planning to enrol, or are advising clients who were: the GDML is no longer a viable pathway, but it isn't the only door closed to management or leadership study. There are 36 alternative qualifications across the Business Services Training Package and around 6,000 course offerings from Certificate I through to Masters level in Management and Commerce, plus VET Teacher Education courses at Certificate III to Graduate Certificate level. Some of these may fit your visa strategy just as well, or better.

If you're a provider currently delivering the GDML The obligations here go beyond the suspension rules above. Once your registration for the GDML is cancelled, you must immediately stop offering the course at every location, and cancel any Confirmations of Enrolment (CoEs) already issued for future GDML starts. While the Instrument remains in force, you also cannot apply to register the GDML, renew its registration, or add it to an existing registration; any application you lodge is treated in law as if it was never made. The one exception is Table A higher education providers under the Higher Education Support Act 2003: if that's you, this Instrument doesn't apply, even if you also hold VET registration.

A full Statement of Reasons setting out the Minister's public interest justification is still to be tabled in Parliament, so more detail on the government's thinking is expected shortly.
